He was carrying papers that revealed a plot to disrupt American munitions production by fomenting labor unrest at plants such as the Bethlehem Iron Works. Arden I made a copy with Windows Live Photo Gallery, then with Paint extracted and enlarged the sticker on the right upper corner, again with Windows Live Photo Gallery darkened the sticker with the histogram and found 11/9/15 (November 9, 1915?). Maybe you can try the same or with other applications and see what you find. In August 1915, Carranza's troops entered Mexico City a second time. The United States recognized Carranza as President of Mexico in October 1915 and by the end of the year, Villa was on the run, in: en.wikipedia.org/wiki/Venustiano_Carranza
