The Naval Advisory Board was a brainchild of the Secretary of the Navy, who asked Thomas Edison to lead a committee of the best American scientists. Each academy in each of the sciences was then asked to nominate two members to serve. Woodward was nominated through the American Mathematical Society , Craven through the American Society of Civil Engineers, and Robins through the Inventor's Guild.

There were several men with this last name invlved in the Mexican Revolution. From www.american-buddha.com/cia.soldierfortune.ch10.htm "In October 1914, Holmdahl was ordered to organize a small army to operate behind Villa's lines in Chihuahua. He formed an alliance with Jorge U. Orozco, a Carranza diplomat who was for- merly the Mexican Consul in El Paso. Also involved were Jose Orozco, a former colonel in the "Colorados" and a cousin of General Pascual Orozco, now in hiding somewhere in the United States, and Victor L. Ochoa, a Carranza agent." So this is likely the Jorge U. Orozco who was a Carranza diplomat, for- merly the Mexican Consul in El Paso

El Paso Herald (El Paso, Tex.), Ed. 1, Friday, October 15, 1915 texashistory.unt.edu/ark:/67531/metapth137468/m1/4/zoom/ [or chroniclingamerica.loc.gov/lccn/sn88084272/1915-10-15/ed-... ] reported that he was on trial with others of violating terms of neutrality and organizing an expedition to Mexico. I imagine that Bain dug out the 1912 portrait from its archive at the time and it ended up filed with 1915 pictures.
