That does look like the guy in Wikipedia's picture. But another possibility is E. Frank Sperry, mayor of Orlando, Florida, who died in office 1916.

Thanks for the suggestions pennylrichardsca and Kestenbaum. I was unable to find a photo of E. Frank Sperry, but I found some more images in our collection of Elmer Ambrose Sperry. I'm pretty certain this photo shows him, so we will add his full name to the record.

Easily recognizable. He had no neck. But he was a really smart guy.

Though the date written on the negative is 3/4/22, the medal he is wearing is from an electrical engineering convention in Cincinnati in August, 1915.

He's not this J. F. Archibald: en.wikipedia.org/wiki/J._F._Archibald James Francis Jewell Archibald was an American journalist aboard the Rotterdam in August 1915, when he was detained by British authorities. He was carrying papers that revealed a plot to disrupt American munitions production by fomenting labor unrest at plants such as the Bethlehem Iron Works.
