They certainly had spruced it up by the time I visited Ye Olde Crusty Cellar in the late 60s/early 70s if that is so. Here is a pic from the State Library of NSW with Leo Buring who owned the Cellars [acms.sl.nsw.gov.au/item/itemLarge.aspx?itemID=43925]

I think this is Wynyard Street, not "Margaret" (dear old Series 4481 !). From York Street, looking east, Wynyard on the left. Palings demolished to form Martin Place in 1890, so before then. See -
