    Fascinating! I had fun finding out exactly where this was - several levels down in Wynyard station looking north east up York Street. The only(?) constant is the wrapped statue of John Dunmore Lang (see note) - streetview goo.gl/maps/qArK5PK9UwXSgPsYA

    Good spotting DP. Classic photo of it's time. Not at peak hour for sure! Do you have in your archives a shot of the portals of the city circle as they emerge toward central (before the carpark was built over it)? It is to my mind a very ignored photo subject. Maybe it was a bit of a no man's land and therefore not of any photo interest at the time until someone found a reason to cover it up with a car park?
