This is part of the women's suffrage activities on July 5, 1915.
The New York Times account of the day says the group going to Bedloe's (Liberty) Island was taken there aboard the yacht Tourist. I think that is where this photo was taken.

The Times article says that Mrs. James Lees Laidlaw participated in the ceremony, so that's who we have in this one. Mr. James Lees Laidlaw was also present, as President of the Men's League.

Should be Mrs. N. de R. Whitehouse. She was married to James Norman de Rapelye Whitehouse (1858–1949)

This is during the July 5, 1915 Women's Suffrage activities. Mrs. Norman de R. Whitehouse was chairman of the Empire State Campaign Committee, which arranged the events, and also Grand Marshal of the parade after the activities at Bedloe's (Liberty) Island.
