This is during the July 5, 1915 Women's Suffrage activities. Mrs. Norman de R. Whitehouse was chairman of the Empire State Campaign Committee, which arranged the events, and also Grand Marshal of the parade after the activities at Bedloe's (Liberty) Island.


The New York Times account of the day says the group going to Bedloe's (Liberty) Island was taken there aboard the yacht Tourist. I think that is where this photo was taken.

The New York Times account says she is dressed as "Goddess of Liberty", and here she's obviously copying the pose of the Statue of Liberty.
