    Harry Angstrom: Thanks for the additional information. In looking more closely at this image, it appears the last individual on the right is, in fact, Col. John Whalen, rather than Eugene Foss. We are going to change the source data and reload the description in Flickr to match.

    I think the correct attribution is, from left to right: Thomas Henry Barry (1855-1919), William Jay Gaynor (1849-1913), possibly Eugene Noble Foss (1858-1939), and John Sibley Whalen (1868-1913). Both Gaynor and Whalen died in 1913. Whalen died on 3 May 1913, 23 days later. Gaynor died on 10, September 1913, 153 days later.

    rjones0856: Good eye! The statue of Hale was originally placed at the intersection of Broadway & Murray Street in the 1890's, but was moved to the lawn facing City Hall's entrance in 1999. Wystan: Thanks for the heads up on the date!
