This is Rear Admiral Chin Pih Kwang of the Imperial Chinese Navy. On September 14, 1911 the Admiral met President Taft at the President's summer residence in Beverly Mass. On Saturday September 15, 1911 the Admiral made official visits at Governor's Island and at NY City Hall. " ... (He) drove to City Hall to Meet Mayor Gaynor." The Rear Admiral's name has also been spelled at "Ching Pih Kwang" Now that I've seen this photograph of Grant's Tomb: en.wikipedia.org/wiki/File:USA_grants_tomb.jpg I now realise that Rear Admiral Kwang and Mayor Gaynor are staning in from of Grant's Tomb. This is New York City mayor William Jay Gaynor (1849-1913) with Rhinelander Waldo (1877-1927) the seventh New York City Fire Commissioner. This appears to be the May 18, 1912, Police Parade in New York City. The New-York Tribune claimed almost a million residents lined the street as 7,784 marched in the street. The 1912 Olympic games were held in Stockholm, Sweden, from late June to late July. This event in New York City on August 24 must have been a "welcome home" ceremony, for recognition of returning American athletes, and a celebration of their achievements.
