    This is New York City mayor William Jay Gaynor (1849-1913) with Rhinelander Waldo (1877-1927) the seventh New York City Fire Commissioner. This appears to be the May 18, 1912, Police Parade in New York City. The New-York Tribune claimed almost a million residents lined the street as 7,784 marched in the street.     parkermulligan - thanks. This building , or parts of it, feature as background to plenty of other scenes in the Bain collection. I makes sense that City Hall would feature on many offcial occasions or receptions.
