I suspect that this was taken at the Democratic National convention of 1912, but I'll need to do more work to confirm that.

On August 29, 1913, these men were part of a large welcoming committee of Chicago-area Democrats and office holders who had come to New York to welcome home the Democratic boss of Cook County, Illinois (Chicago), Roger Sullivan, and his party of cronies and family members, who had been on a four-month journey to South America and Europe. Sullivan disembarked from the Lusitania, which had carried the travelers on the final leg of their journey, from England to New York.
