See History section - www.environment.nsw.gov.au/heritageapp/ViewHeritageItemDe... . I think this is pre WW1 from the people's clothes, and the embankment behind looks freshly dug with no vegetation, so I vote for 1913. Maybe even the opening of the new station? GoogleMapsSatellite
