The highly recognizable mountain in the background looms above Monte Carlo, Monaco. The Hotel Beau Rivage, facing Port Hercule, is undoubtedly gone now, as the port is surrounded by tall buildings. But this photo reveals that the mountain is unchanged.

I asked my father who lived in the region when he was young, and he confirmed what whyaduck said, and he added that the mountain in the background is called "La Turbie".

This is at the top of L'Avenue d'Ostende in Monte Carlo. We are looking down the hill towards the Church of St. Devote and on our right would be the Hotel de Paris. The road the people are walking on forms part of the Monaco Grand Prix circuit

This is the landward facade of the Casino at Monte Carlo. This side of the building has been altered since this photo was made, but it is still recognizable. Here's a modern photo from Wikimedia Commons. A modern photo of the seaward facade,largely unchanged, shows the distinctive towers and roof more clearly.
