This is Monte Carlo, Monaco. The building with the two towers is the Casino. The small tower in the foreground is part of the old fortifications on the Rock of Monaco that has been incorporated into the Fort Antoine Theatre.

This is the landward facade of the Casino at Monte Carlo. This side of the building has been altered since this photo was made, but it is still recognizable. Here's a modern photo from Wikimedia Commons. A modern photo of the seaward facade,largely unchanged, shows the distinctive towers and roof more clearly.
