Bolobilly Some of the images near this sequence in the LOC archive show the National Woman's Party Headquarters in Washington DC and this woman collector certainly looks connected to that.

The building over the cop's shoulder is the Commercial National Bank Building. The CNBB was built in 1917 at 14th & G in DC. So, if that's the Colorado Building behind it (1351 G St, also still standing) that would put the photographer/traffic cop at 15th and G outside the Treasury Department. (yes, the streetcar tracks did curve like this there, see this LOC photo: en.wikipedia.org/wiki/File:Streetcars_at_Treasury.jpg) The Federal National Bank sign on the building gives an upper range to a date for this photo. In 1922 FNB merged with American National Bank and became known as Federal American. Federal American began construction on a new building across 14th St (from the SW corner to the SE corner.) That building is not visible here. So - earliest possible is 1917 (CNB Building finished) and latest possible is 1923 (construction of new Federal American building, but given the likelihood that this is suffragist and the 19th Amendment passed in 1920 it's probably not that late.)
