  According to The Rice belt journal. (Welsh, Calcasieu Parish, La.), 30 July 1915, image 6, col 4. chroniclingamerica.loc.gov/lccn/sn88064402/1915-07-30/ed-... Dr R. L. Wilson was the surgeon in charge of the federal quarantine station at Galveston. There was clearly a controversy between state and federal responsibility for inspecting incoming vessels.

  NYT has a snippet indicating that he came to the States from London in April 1913. query.nytimes.com/gst/abstract.html?res=9A04E1DF103BE633A... and later that month, Osler gave lectures at Yale. See query.nytimes.com/gst/abstract.html?res=9805E0DB1F3AE633A... By this time the Canadian Osler was a professor of medicine at Oxford, having been on the faculty of Johns Hopkins and McGill earlier in his career.
