See query.nytimes.com/gst/abstract.html?res=9805E0DB1F3AE633A... By this time the Canadian Osler was a professor of medicine at Oxford, having been on the faculty of Johns Hopkins and McGill earlier in his career.

  According to The Rice belt journal. (Welsh, Calcasieu Parish, La.), 30 July 1915, image 6, col 4. chroniclingamerica.loc.gov/lccn/sn88064402/1915-07-30/ed-... Dr R. L. Wilson was the surgeon in charge of the federal quarantine station at Galveston. There was clearly a controversy between state and federal responsibility for inspecting incoming vessels.
