USS Florida (BB-30) was launched 12 May 1910 at the New York Navy Yard, Very similar photos of her dressed overall suggest Oct 3, 1911 (for a "Naval Review off New York") as one possible date. since she does not have the ID number between her masts this must be the naval review if 1911, along with the other photos in this set she is saluting the president on Mayflower

Possibly at the Naval Review 14 October 1912 in New York, where a couple of other photos of US warships in the Bain collection were taken--see comments on photo of the Delaware, for instance. George McAneny was president of the NYC Board of Alderman and Acting Mayor during the Atlantic Fleet and Naval Review activities in May, 1915. This was probably taken aboard the Wyoming.
