The road winding upwards must be Stalheimskleiva, once famous for being a rather hazardous drive.

This is not a part of Hardangerfjord. The road between Voss and Stalheim continues down the Naeroydalen valley and ends in Gudvangen. This is where Naeroyfjord starts (UNESCO World Heritage). Naeroyfjord is a branch of the longest fjord in Norway, Sognefjord (204 km long). Check out www.naeroyfjord.com

This picture is incorrectly listed as Hardangerfjord. It shows Stalheimskleiva, in Nærøydalen. Those mountain profiles are easily recognizable:

Yes, and it looks like the picture is taken at the Stalheim hotel area (stone fence in background is there today).

And we are not at Hardanger Fjord this time either. We are looking down the valley Naeroydalen which ends at Naeroyfjorden (Word Heritage), a branch of Sognefjorden.

The name today is written Kjelfossen. It is 840 meters high, and the official statistic of Norway (Statistic yearbook 2008) lists this waterfall as the highest in Norway. Kjelfossen is easily seen from E16, the main road between Oslo and Bergen.
