As others have noted, the Christening of the New York Naval Militia's first flying boat or "hydroaeroplane", a Curtiss Model F flying boat, N.Y. N-1. Described in detail begining on Page 174 of the November 8, 1916 issue of Aerial Age Weekly ("Christening of 'N.Y. N-1' Turns Into National Defense Rally") Here are other photos of the event from the LoC photostream:

This appears to be of a later design, but might be related to Curtiss Flying Boat NC-4 www.aviation-history.com/navy/nc4.html Flying boat NC-4 was a subject of a history detectives story www.pbs.org/opb/historydetectives/investigations/506_nc4.... The History detectives video segment describes the difficulty and danger involved in flying these seaplanes across the Atlantic in the teens... amazing.
