Although I can't get a full view of the plane, it appears to be a Thomas-Morse S-4C with the shorter-span wings. I have numerous photos of this pilot, although rarely without his service cap. It appears to be six-victory ace Capt. Edgar G. Tobin, 94th Aero Squadron, 3/7/1918 to 4/2/1018, then 103rd Aero Squadron 4/3/1918 to Armistice. Capt. Tobin stayed in the U.S. Air Service postwar at Kelly Field, San Antonio, and as an Air Service Reserve Officer in the Organized Reserves in the San Antonio area, where he was promoted to his final rank of Major in the Spring of 1922. Best guess is that the location was Kelly Field No. 2, Air Service advanced flying school, San Antonio, early-1920s. Tobin received his flight training at Issoudun Aerodrome in France during WWI. But without seeing markings on the fuselage, it's impossible to conclude anything further.
