This appears to be a photo taken with a simple panoramic camera such as the (recently introduced at the time) Kodak Panoram #1. The introduction of an amateur camera, which made a large negative that was contact printed from roll film would help better date this photo to 1899 or later I believe. (Find the size of the print to gauge the model of camera. ) The curving horizon is a distinctive feature, as is of course the wide aspect ratio and angle of view, probably 144 degrees wide. Lovely photo, amazing collection, so wonderful that it is being shared and archived so extensively.

I can't read what's on the boxcar nearest the mill, but the other boxcar appears to say "Missouri, Kansas and Texas." For its entire life, that railroad was commonly known as the "Katy," which is where the town got its name.
