    The 1912 Olympic games were held in Stockholm, Sweden, from late June to late July. This event in New York City, on August 24, must have been a "welcome home" ceremony, for recognition of returning American athletes, and a celebration of their achievements.

    The highest-resolution version of the photo available on the LOC website shows that this photo was taken on East 57th Street in Manhattan. It's not exactly clear what cross-street it is, though: it could be 2nd Avenue, because the block on 2nd Ave. between 57th and 58th currently has a reasonably well-preserved set of townhouses similar to the ones in the photo (though the corner now has a McDonald's).

    Hadn't realized this before, but this must have been taken from the roof of the New York Public Library's 42nd Street building (west side, facing south)
