Either Sen. Cummings is wearing football pads or his head is way to small for his body.

The caption, somewhat legible, on several of these photos (just barely on this one), says "3/4/13", corresponding to the first inauguration of President Woodrow Wilson, March 4, 1913, as noted, for instance, in this source and also the date is noted by the Library of Congress. Edit: Gen. Leonard Wood, Army Chief of Staff 1910-1914.

Cotinis: Thank you for the information. Looks like the photo does relate to the first Wilson inauguration. We will update the source data and reload the description.

Albert Sydney Burleson was postmaster general, appointed by Wilson, whose inauguration this seems to be. en.wikipedia.org/wiki/Albert_S._Burleson Click on Burleson tag and you will find a famous suffragette. A relation? (she was "married to an army officer" according to one NYTimes article). Franklin Lane was Secy of the Interior for Wilson: en.wikipedia.org/wiki/Franklin_Lane
