According to this site on the Waterford Workhouse:The nearby Fever Hospital was demolished in the 1970s.

The house at the far end of the terrace looks to be a shop in todays pic, I see a Lipton's Tea sign.

The pinafore dress on the girl outside the first house and the barefoot boy further up points me towards the start of the century. I think almost certainly pre-WWI. Also the blur on the other girl at the first house shows a slow shutter-speed.
