According to this site on the Waterford Workhouse:The nearby Fever Hospital was demolished in the 1970s.

The pinafore dress on the girl outside the first house and the barefoot boy further up points me towards the start of the century. I think almost certainly pre-WWI. Also the blur on the other girl at the first house shows a slow shutter-speed.
