This looks to be on a ship. NYT of October 21 query.nytimes.com/gst/abstract.html?res=9A06EEDB113CE633A... indicates that Garrison sailed on Oct 22, 1913 from New York heading to Panama. He was to be accompanied by General E.M. Weaver. However, this is not Weaver. See hdl.loc.gov/loc.pnp/hec.15865 for a picture of Weaver. A later NYT article, on October 29, 1913 query.nytimes.com/gst/abstract.html?res=9B02E4DA133FE633A... indicates that Garrison's wife was also on the trip to Panama.

Lindley Miller Garrison served as Secretary of War under U.S. President Woodrow Wilson between 1913 and 1916.
