The Pennsylvania State Monument at Gettysburg is the highest in the park, and was built (in 1910) with a public viewing platform at the top. I wonder if the photographer of this aerial view shot from that vantage point?

An equestrian portrait of Major General George Gordon Meade looking out over the battlefield at Gettysburg where the Union army under his direction won one of its greatest battles, defeating Confederate General Robert E. Lee. He holds a pair of binoculars in his right hand and his hat in his left hand. A sword hangs from the left side of his saddle. The horse featured is Meade's favorite horse, Old Baldy. This photograph, by William H. Tipton, appears to have been made before a bronze plaque was attached to the right side of the base (although a bronze plaque on the front of the base appears to be present). Other photographs taken of veterans at the monument show the plaque in place at the time of the Great Reunion. A photograph of the model for the Meade statue was also made by Tipton. The statue was sculptured in 1895 by Henry K. Bush-Brown, (1857-1935), and the monument cost $37,500. The statue stands across the battlefield from the statue of General Robert E. According to www.nps.gov/archive/gett/getttour/sidebar/reunion13.htm this would be July 4, 1913. According to www1.american.edu/heintze/FourthPres.htm "1913- President Wilson is at Gettysburg giving a Fourth of July battle reunion speech. After one hour, he leaves by train for New York on way to Cornish, N.H. to spend a few days with his family." This looks like a train to me.
