This appears to be training for close-quarters fighting using a rifle. That is, use of bayonet and rifle strokes to kill or injure a nearby enemy. The tents in the background are typical of a military encampment and a man in shirtsleeves is wearing a military style peaked cap.

BobMeade Yep, definitely bayonet practice but nobody was going to get stabbed though they might get hurt. The bayonets have a button end to them to prevent any penetration of the skin. Nice action shot for the time, one of the men is in the act of falling and it is quite clear so a fast shutter speed?
