Because from the point he stablishes there are about 100 meters from the barricade to the federal headquarters www.flickr.com/photos/jesusduarte/5872145394/ . And makes sense for the barricades. It has to ve evaluated sister picture www.flickr.com/photos/library_of_congress/2162705877/ in which the irrigation canal is the clue. Acording to actual maps of the city the camera is facing towards the headquarters. The buildings depicted here exist no more. The irrigation canal does, but is covered at this level by some structures.
