Inoue looks to be en.wikipedia.org/wiki/Inoue_Yoshika "Marshal Admiral Viscount Inoue Yoshika (井上 良馨, 3 November 1845 – 22 March 1929) was a career naval officer and admiral in the Imperial Japanese Navy during Meiji-period Japan."

Okada looks to be en.wikipedia.org/wiki/Keisuke_Okada "Keisuke Okada (岡田 啓介 Okada Keisuke, 20 January 1868 – 7 October 1952) was an admiral in the Imperial Japanese Navy, politician and the 31st Prime Minister of Japan from 8 July 1934 to 9 March 1936."

Thanks Richard Norton and swanq, we'll add their full names to the catalog record. There's a reversed date in the lower left corner of the image. It is either 1/30/27 or 7/30/27. If it's January, then this could be from either the funeral of Emperor Taisho (died Dec. 25, 1926) or the installation of Emperor Showa (Hirohito). I found a New York Herald Tribune article from Jan. 23, 1927 (p. B4) which listed Inoue and Togo amongst people at the at Showa's installation ceremony.
