The Prince of Wales, in the sailor cap, is of course the future Edward VIII. He later abdicated and married Wallis Simpson. Probably the youngster peeping out behind his mother is the future George V, the present Queen's father. The Festival of Empire was a huge trade fair, as can bee seen by the size of the buildings on the skyline of this picture. It was held at the relocated Crystal Palace which eventually burned down in 1936, The first trade fair in 1851 had been a huge success. Edit: Oops I meant George Vi (blush)

The youngster peeping out isn't George V (who isn't the present Queen's father, that was George VI); George V is the King present at the fair. The one behind Queen Mary is Princess Mary, the future Princess Royal and Countess of Harewood.
