This is actually the wife of NY Gov William Sulzer, (with a z) who was impeached in 1913 (his first year in office). Mrs. Sulzer apparently tried to take some of the heat off of him during his trial by saying that she forged his name, and SHE was the one who used campaign contributions to speculate in the stock market. This picture appeared in the NYTimes on Jan 3, 1913 in a long article about Gov. Sulzer's first day in office. According to the news item, Mrs. Sulzer intends to bring the matter to the attention of the Post Office Department.

Although this particular photograph does not precisely reflect the seating order in that reporter's account.
