This is actually the wife of NY Gov William Sulzer, (with a z) who was impeached in 1913 (his first year in office). Mrs. Sulzer apparently tried to take some of the heat off of him during his trial by saying that she forged his name, and SHE was the one who used campaign contributions to speculate in the stock market. But her "confession" was thought to be bogus in the ensuing investigation: en.wikipedia.org/wiki/William_Sulzer query.nytimes.com/gst/abstract.html?res=9F05E2DA163DE633A... This picture appeared in the NYTimes on Jan 3, 1913 in a long article about Gov. Sulzer's first day in office. It has a caption about Mrs. Sulzer accepting the first parcel post package sent to Albany via Parcel Post. Here is article from Feb 7, 1913: "One of the evening papers printed an Albany dispatch recently to the effect that Mrs. William Sulzer, wife of our present Governor, has failed to receive a number of gifts sent to her by admirers through the parcel post. According to the news item, Mrs. Sulzer intends to bring the matter to the attention of the Post Office Department.
