Probably Mary Garrett Hay, 1857-1928 "Mary Garrett Hay (1857-1928) was an American suffragist and civic leader who was active in the New York suffrage movement." from archives.nypl.org/mss/1363 See also: www.nwhm.org/education-resources/biography/biographies/ma... The three ladies named are presumably the three at left.
