Broomfields, ship chandlers and hardware merchants (see note), was trading as John Broomfield Ltd. until at least 14 October 1920 - trove.nla.gov.au/ndp/del/article/16870435. Became Broomfields Ltd. by 10 November 1921 - trove.nla.gov.au/ndp/del/article/15979697

John Keep and Sons Ltd., hardware merchants (see note), amalgamated with Holdsworth, Macpherson, and Co., Ltd. on Monday 31 October 1927 to become Keep, Macpherson, Ltd. They moved from 104-108 Sussex Street to 252 George Street. - trove.nla.gov.au/ndp/del/article/16403530 & trove.nla.gov.au/ndp/del/article/28054908. The merger, however, wasn't a success, owing to the Depression, and the historic company proposed voluntary liquidation in 1931 - trove.nla.gov.au/ndp/del/article/16751069. Which gives us an end date: 1920-1927. Unless, of course, they didn't remove their painted sign from the building right away? ...

Aha! It looks like they are filling in Darling Harbour. Get out your magnifying glasses and look at the large size of this wonderful "c.1927" map, which has marked a "PROPOSED ROAD" between Pyrmont and Bathurst Street. South of that, in small print is "Under reclaimation Gillespie Bros & Co. by AUSS[?] & Co's Wharf Railway Department", which might explain the provenance of this photo via the State Railway Authority Archives 17420 Series.
So I vote for c.1927. -

Evidently the spoil from digging the railway tunnels in Sydney city was used to fill in Darling Harbour south of Bathurst Street in the 1920s - hence the connection with the SRA. Can't remember the link where I found that recently ...

I was suspicious that this was actually Walsh Bay, it looks like the entrance of the Wharf theatre, but I had a good look and it seems that it isn't. Does anyone know more specifically, where this is ?

This in on Sussex Street / Hickson Road, near Napoleon Street; a new frontage on the wharf building after the realignment of the way at the Grafton Bond Stores, south of the old gas works, and the completion of Hickson Road, circa 1930; all gone now for James Packer's edifice and the Barangaroo development …
