  Interesting observation Jim Griffin. Bain has three photos in a row which show people on the beach, some in coats and some in beach wear. I wondered if it was an unseasonably warm day, but weather data shows it was rather cold. I also wondered if there was some polar bear group which maybe did a New Year's swim but none of the photos show anyone actually in the water.
  
  Then I came across this little article, www.loc.gov/resource/sn83030193/1915-01-04/ed-1/?sp=14&am..., published on the 4th of January. It sounds like a court ruled that Coney Island was a public beach, and that land owners can't charge entry fees. Perhaps this was people celebrating that? I didn't find a published version of the photo, that would be very helpful.

  It may well have been connected with The Evening world (New York, N.Y.), of January 4, 1915 that Coney Island was a public beach.
