Admiral Winslow was described as "every inch a sailor," and "the handsomest flag officer in the Navy." He was a friend of former President Theodore Roosevelt, who had been Secretary of the Navy in his early career. In September, 1913, speculation in a New York Times story focused on Winslow as the likely future leader of the Atlantic Fleet, who would lead the fleet to the Pacific Ocean by way of the Panama Canal upon its completion in 1915.
