Patsy Ruth Miller (1904-1995), American actress known as "the most engaged girl in Hollywood" for her busy social life; later in life she was also a writer, and won three O. Henry Awards for her short stories. Her wikipedia entry: en.wikipedia.org/wiki/Patsy_Ruth_Miller Considering her birthdate and the fashions she's wearing, I'm going to assume this is a 1920s photo.

She made her Broadway debut in the hit musical/operetta "Blue Paradise" in August,1915 at the age of 18. According to "The World of Musical Comedy", her career began in storybook manner: She was hired when, with only four days of rehearsal left, the producers decided the actress playing the lead was not right for the part. They took a chance on Segal, a teenage student from Philadelphia's Curtis Institute of Music, and her long career was born.
