More seriously, I think the popularity is because the PhM is part of the Flickr "Commons", which I don't think State Records NSW subscribes to, probably due to copyright concerns. What you lose in control, you gain in interest. eg Compare the stats on this image PhM -

The street off to the left with the horse bus was Devonshire Street which is now only the Devonshire Street pedestrian tunnel. The street was obliterated by railway tracks leading to the new (existing) Central Station when it moved further north.
