Possibly at the Naval Review 14 October 1912 in New York, where a couple of other photos of US warships in the Bain collection were taken--see comments on photo of the Delaware, for instance. There is a Naval Historical Center page on the Mayflower: USS Mayflower (1898-1931, later PY-1) The ship has a long and fascinating history--see the Wikipedia article.

The modern looking roof at the bottom is the temporary Art Gallery - "Intended to be the foundation of a more substantial building when funds became available, Hunt's temporary building, which was nothing more than a series of thick walls with a sawtooth roof, was universally disliked.
