Edgar Z. Steever was promoted to Brig. General in August 1912 and Gen. Huerta became president of Mexico in Feb 1913. The titles given in the caption suggests photo between those dates. Joaquín Téllez was governor of the Mexican state of Sonora.

Victoriano Huerta was the president (or maybe rather, dictator) of Mexico from February 18, 1913 to July 15, 1914.
