  Edgar Z. Steever was promoted to Brig. General in August 1912 and Gen. Huerta became president of Mexico in Feb 1913. The titles given in the caption suggests photo between those dates. Joaquín Téllez was governor of the Mexican state of Sonora.

  Found a similar version of this photo in El Paso Herald issue september 12, 1912 (Library of Congress, newspapers, Cronicling America). Above is written: "United States and Mexican Army Officer On The Border"; below: "Left to right, those in the photgraph are: Gen. Victoriano Huerta commanding the army of northern Mexico, Gen. E. Z.
