    If I'm not mistaken, this is looking up Broadway from Columbus Circle with the Ansonia building visible straight down Broadway at 73rd/74th where Broadway turns. Nothing else remains from what I can tell.

    I think the man in the top hat is Rhinelander Waldo, then NYC's Police Commissioner: www.absoluteastronomy.com/topics/Rhinelander_Waldo And that's "Paymaster" Charles Conard -- many Google hits for him, but I didn't find anything biographical.
