I believe this is of the same class of BB ships like the USS Texas so that would probably put this around 1914, plus or minus a few years.

This immediately precedes another photo, of the stern. Looks like it's headed towards the Brooklyn Naval Shipyard (NYNSY), which is visible in the shot of the stern. Likely this is October 6, 1912. The Wikipedia article indicates the Wyoming was completed in Philadelphia and then went to the Brooklyn Naval Shipyard for fitting-out on that date. It could be from another year up to 1916, though, perhaps all coming-to-ports by battleships were greeted this way. The Wyoming visited Brooklyn Naval Shipyard several times.

Wyoming BB-32, had one sister ship, the USS Arkansas BB-33, Texas was BB-35, the second of the New York class. It's interesting, the tug just to the left of the mast is steaming furiously with a large smokestack plume, in the stern photo you can see it has caught up with the other 3 and has a much bigger wake.

another indication it is commisioning is her sister ship USS Arkansas in front of her, they were commissioned from the same yard in the same month.
