Well it is a state within a country that is not landlocked, and they do have representation in Congress which is the body that declares war. This is a nice photo!

Wystan: Thanks for pointing out the additional information. Admiral Frank F. Fletcher and Admiral Charles J. Badger are depicted here on the USS Wyoming as Fletcher took over command from Badger of the Atlantic fleet in September 1914. We will add all of these details to the record when we update.

The third officer, pictured but not identified in the caption, is Rear Admiral Bradley A. Fiske, aide for operations to Secretary Daniels of the Navy.
