    It looks actually like a British (Australian?) naval officer being piped aboard and greeted by the ship's officers. Note the cap badge and salute.

    Appears to be an army officer and definitely not US - the Commonwealth navies salute in a similar fashion to the Americans - not palm forward. Possibly an army Lieutenant-Colonel - looks to be a crown with single pip on his shoulder boards.

    KenjiB_48 Jeremy Davis Hi all, thanks for all your clues, after a bit of research we have identified the man as Lieutenant-Colonel Percy Muir McFarlane who was acting Base Commandant at Victoria Barracks in Paddington, Sydney at the time. See articles here and here for more info. It seems McFarlane had quite a distinguished military career, serving in the Boer War and both World Wars!

    The USS Astoria saw action in a number of Pacific war zones, including the Battle of the Coral Sea, and was eventually sunk in the Battle of Savo Island off the Solomon Islands August 1943. en.wikipedia.org/wiki/USS_Astoria_(CA-34)

    Typo: USS Astoria (and sisters USS Vincennes and USS Quincy) were sunk in Aug 1942 along with HMAS Canberra. All the wrecks remain in Ironbottom Sound, Solomons, at least two of them leaking oil.
