Here we see the victorious US Navy rifle team which competed in a match against teams from the National Rifle Association, the Citizen Forces, and the Royal Australian Navy, held at Long Bay rifle range, in Sydney, on 31st July, 1925...as you can see, they're using the Springfield M1903, which was the US service rifle from 1903 thru to WW2... Appears to be an army officer and definitely not US - the Commonwealth navies salute in a similar fashion to the Americans - not palm forward. Possibly an army Lieutenant-Colonel - looks to be a crown with single pip on his shoulder boards.

KenjiB_48 Jeremy Davis Hi all, thanks for all your clues, after a bit of research we have identified the man as Lieutenant-Colonel Percy Muir McFarlane who was acting Base Commandant at Victoria Barracks in Paddington, Sydney at the time. See articles here and here for more info. It seems McFarlane had quite a distinguished military career, serving in the Boer War and both World Wars!
