On June 4, 1913, the next day, the Wyoming would be in town, immediately after leading the fleet for the celebrations associated with unveiling the Maine Monument.. See en.wikipedia.org/wiki/USS_Wyoming_(BB-32) "Shifting to Annapolis, Maryland on 4 June, Wyoming embarked a contingent of United States Naval Academy midshipmen and took the young officers-to-be on a summer cruise off the coast of New England that lasted into late August." Although the Naval Academy commissioning (graduation) ceremonies are now usually in late May, dates I found for 1912 and 1918 were in the first week in June. So this is probably a crowd of family and friends waiting for some part of the festivities.
