Picture section of NYT on Dec 7, 1913, page 9 memory.loc.gov/cgi-bin/np_item.pl?collection=sgproto&... or memory.loc.gov/service/sgp/sgpnyt/1913/191312/19131207/00... described this as "the most spectacular event New York ever saw." The "army mule" picture is part of the NYT spread.

On June 4, 1913, the next day, the Wyoming would be in town, immediately after leading the fleet for the celebrations associated with unveiling the Maine Monument.. See en.wikipedia.org/wiki/USS_Wyoming_(BB-32) "Shifting to Annapolis, Maryland on 4 June, Wyoming embarked a contingent of United States Naval Academy midshipmen and took the young officers-to-be on a summer cruise off the coast of New England that lasted into late August." Although the Naval Academy commissioning (graduation) ceremonies are now usually in late May, dates I found for 1912 and 1918 were in the first week in June. So this is probably a crowd of family and friends waiting for some part of the festivities.
