The British Secretary of State for the Colonies, the Rt.Hon Iain Macleod, MP, makes the opening statement at theTanganyika Constitutional Conference in the Karimjee Hall, Dar es Salaam, 27 March 1961. On Mr Macleod's right is Mr W B L Monson,CMG, Assistant Under-Secretary of State in the Colonial Office, and next to him is Mr B E Rolfe, also from the Colonial Office. On the left side of the photo, the Governor of Tanganyika, Sir Richard Turnbull, KCMG, is in the centre; on his right is the Deputy Governor Mr John Fletcher-Cooke, CMG; and then Mr M J Davies, Minister for Information Services. The person on the Governor's left, mopping his brow, is probably the Attorney-General, Mr J S R Cole, QC. The six people facing Mr Macleod include the Chief Minister, Mr Julius Nyerere, third from left. On the extreme left is Sir Ernest Vasey, Minister for Finance. Mr Oscar Kambona, Minister for Education, is two places to the right of Mr Nyerere. On the right side of the picture are the other elected Ministers and some other elected TANU representatives.

The people celebrated the announcement at the end of the Constitutional Conference in Dar es Salaam on 29 March 1961 that Independence would come before the end of the year, with a triumphal motorcade procession by Chief Minister Julius Nyerere, and waved green foliage.
