    This picture is not of Mr Macleod "addressing the Legislative Council" ; but he is addressing the Tanganyika Constitutional Conference held in Dar es Salaam from 27 to 29 March 1961. In the foreground is Mr W B L Monson, Under-Secretary of State in the Colonial Office. Beyond Mr Macleod are Mr T S Tewa, and Mr Bhoke Munanka, members of the TANU Elected Members of the Legislative Council attending the Conference.
