No, Mwalimu Nyerere is addressing the Constitutional Conference in the Karimjee Hall, Dar es Salaam, probably on the opening day, 27 March 1961, but possibly on the final day. On his right hand side is Mr Roland Brown, his legal adviser. Next to him is Mr Oscar Kambona, who was then Minister for Education. On Mr Kambona's left is Mr D N M Bryceson, Minister for Health and Labour. On Mr Nyerere's left is Mr Nsilo Swai, Minister for Commerce and Industry, and next to him is Sir Ernest Vasey, Minister for Finance.
