There's umpires on every court, so it's presumably a genuine competition of some sort. It looks like mixed doubles.

This is the Royal Australian Golf Club in Rose Bay, the clubhouse is on Kent Road. That is New South Head Road in the foreground. You can see Bondi in the distance.
